The Universal Service Program for Schools and Libraries, most often known as the E-rate program, was established to bring needed modern communications technology to schools and libraries in communities across the country. E-rate subsidizes a percentage of the cost of a range of services including telecommunications such as local and long distance voice services, 800 services, data services, and cellular voice services.
With the introduction of the new E-rate Modernization Order, voice services which are carried over a traditional telephony network are being phased out for E-rate discounts beginning 2015. This presents the opportunity for K-12 establishments to switch to an Internet Protocol (IP) based network which can carry voice (VoIP), data and video traffic over a single network while continuing to benefit from E-rate subsidized costs.
